Dash glitches out when 14 applications are open and you close one. #193

 * Distribution - (run ```cat /etc/os-release```)
 * Related Application and/or Package Version - apt policy $PACKAGE NAME

Issue/Bug Description

The Dash on the left will freak out when you have 14 applications open and close one (13 is the bad number)

Steps to reproduce (if you know)

Open 14 applications and close one then watch the Dash flip out

Expected behaviour

Dash evens out and does not jump like it does.

This issue was moved to pop-os/pop#63

Please be sure to file distro bugs against pop-os/pop. This repo is only for the ISO generation process.
