Add a Dockerfile to build the .apk #868

Is your feature request related to a problem? Please describe. I would like to have a Dockerfile with all the requirements in it do build the apk file.

Describe the idea you'd like A Dockerfile that could be used to build apk containing all requirements to do it.

Describe alternatives you've considered create a pipeline to create packages and releases
