Update train-updates.lua - set overrides for all train tiers #3

Set overrides for all train tiers, moving most 4-axle wagons to diesel tier (except UP and American which are future) and 2-axle wagons to steam (except UP which are future).

Declining to do this in favor of unifying wagon max speeds across the game (which isn't pushed yet but will be in the next version)
