make a test contract

Every Kobo form and Dashboard view should have a test mode where forms can be submitted but not using real data. Ex: TST

Issues

• [x] find the tables test contract belongs in
• [x] come up with test contract number - 000t? so that it is always in the same number-number-number-letter sequence? 999t? always at the bottom, or always at the top? letters already used = s, r, p for real contracts.
• [x] link test contract to admin craft and sarah's emails. anyone else?
• [x] confirm that admin craft email, username, and contracts are in the database
• [x] print csvs for kobo forms with test contract and made up subplots see issue #34
