Add 2 more seats to TSC #111

There is demand for more leadership positions on the TSC. Add two more seats to cast a wider net. One seat will have a short term to ensure balance in elections, this seat should be fulfilled by someone who has least votes in the next election.

I noticed @majetideepak's checkmark isn't green. We should add all TSC members as codeowners on the TSC repo.
