Are you following the exact steps documented here? https://github.com/privacore/open-source-search-engine#migrating-gigablast-to-our-fork (did you forget the git submodule commands perhaps?)
.. and using one of the supported operating systems? https://github.com/privacore/open-source-search-engine#supported-platforms
we need more info on how you build and what is output before the error line you included.

libprotobuf9v5 git clones okay modules and updates ok am trying to make file then install in gigablast then i make -j 2 obviously i have something wrong or left something out your help is appreciated dave

You can easily see in the output that it cannot find the "protoc" tool.
Sure you installed protobuf-compiler listed in the requirements? If so, add the path to protoc to your PATH environment variable.
