Ability to keep issues open with a certain amount of votes #277

Some projects tend to have major topics open as issues that are still collecting use cases or are too large (but not stale). We'd love to keep things open that have enough community interest (e.g. more than 20 👍 votes) We can workaround this by tagging them them with a label or assigning a milestone but we feel this just duplicates the available information.

If you think this would be a nice addition, I'm happy to try myself on a PR for this.

P.S. Thanks for the stale bot, it's a pleasure to work with it, awesome work!

Still relevant. Probably needs input & validation from a maintainer before anyone will volunteer to submit a PR...
