Disable up and down keys on jQuery UI tab navigation #228

This is a fix for #179

Upgrading local version of jQuery UI to 1.10.0 and commenting out the bits that add tab navigation for jQuery UI tabs.

Everytime we upgrade a version of jQuery though, this bit will have to be done again.
