PDF formatting for blank university status #121

This is from the demo app at demo.callistocampus.org--I apologize in advance if this is the wrong repo for this issue.

If you leave the department blank but select a student status, the department textfield's prompt HTML is parsed into the report:

(It could be a duplicate of #94, I'm not sure.)
