Project Open Data layout redesign #479

This issue is to discuss how Project Open Data can be laid out as a more user-friendly playbook for all agencies, including those not currently mandated under the open data policy. A Project Open Data v 2.0, if you will, but let's not change the name.

Some inspirational options include:

The upcoming gov style guide work might be really useful for this (maybe in a month-ish).

Here's a generic layout to start with to have something to talk around. Starting with the frontpage can also help us decide the items that should be prioritized and refine the organization of the different sections

Thanks for this mock-up!

While Guidelines are mentioned in the NAP, they don't exist apart for the Implementation Guidance right now so I wouldn't lead with them in mind.

Here are some analytics for the site over the past six months. The v1.1 schema page is by far the most accessed page, receiving over 40% of entrances compared to less than 30% for the frontpage.
