Prototype implementation of :silo keyword for the denote-dblocks to specify a specific directory as the target denote-directory.

Tested:- denote-files denote-links denote-files-as-headings

Left:- denote-missing-links denote-backlinks

Mostly a PR to get feedback on a better and more robust implementation of any of the provided suggestion in the #407 issue

Closing this PR as this issue can be resolved by checking for the target silo in the regex.
