sql endpoint for grad school #826

Fixes #585

Still waiting for full confirmation from Matt, but I wanted to get this out for review as we're nearing the end of the etda cycle. Proposed agreement is that we will make a json export available of all graduate data & Matt will filter it programmatically on their end to get the relevant access ids with possible reevaluation of this down the road.

Small detail but I was also considering renaming ExportCsv to ExportReport since this is exporting json instead. Thoughts?
