Currently, the checked publications sometimes (always?) stay checked when the page reloads, making it difficult to create lots of duplicate groups in a row for the same user (which is a fairly common use of this functionality -- cleaning up all the duplicates for a particular user).

As I work more on this, I wonder if the unexpectedly checked boxes could actually be a result of keyboard shortcuts on that page -- I might be checking boxes by accident. Something to investigate.
