New stream of users source "recommended_users" for stream of users.

Should leverage the graph somehow to offer some basic nice to follow users:

Friend of friends based.
With at least some activity (+10 posts for example).
You do not yet follow them.
Some randomization factor
Cache for 30 minutes.
If there is no recommendations (e.g. you do not yet follow anyone) default` to most_followed.

A fun WoT / SSG task. Should take ~2 days.
