• the flag --no-ansi has been deprecated in favor or more specific --ansi=(never|always|auto) which requires docker-compose 1.28.0 release on Jan 20 2021

Because docker-compose hasn't yet been updated on the GH action runners, we need to roll this back temporarily.

A change is going to need to land somewhere around https://github.com/puppetlabs/puppetlabs-modules/blob/main/hieradata/groups/release/ghrunner.yaml#L8 (see PR at https://github.com/puppetlabs/puppetlabs-modules/pull/10360/files for some prior art). /cc @genebean
