I connected it to my TV and it worked but Hulu wasn't so I restarted the TV and now no matter what I try it says no internet on my other phone it works but on the tv it connects and says no internet
You probably haven't connected it through the proxy. If your TV can connect to a proxy, you should refer to the "How To" section in the app (it's at the top).
I changed the proxy and port on the TV

Some devices say "no internet" even with the proxy connected. Try using an app even when it says that and see if it works anyway.
I admittedly do not have a "smart" TV to test on. Has your problem been fixed by correctly applying proxy settings - are you running the latest version of the app (which had a bugfix for a rare but possible connection issue?)
I have the right proxy setting and still no luck and app is upto date

Couldn't say why that would be then. It also may just be that Hulu is incompatible with the hot spot because its streaming protocol is not currently supported, but without a smart TV to test on I couldn't say.
I'm having the same issue. A Windows laptop and a Linux one both say there is no Internet. Followed the how to to the T and still nothing. I have the proxy set to 8000 and the correct 192.168.49.1. Not sure what else I need to do. App is from the play store and up to date. Phone is Samsung Galaxy note 20 ultra and is up to date.
Your VPN running on the phone may be causing issues. Can you try turning off the VPN first and then launching the hotspot?
If that ends up working, great! Then you can try re-enabling the VPN and seeing if everything still works.

Still didn't work unfortunately :/ Disabled VPN completely
Please screenshot the proxy settings you are using on Linux, as well as how you are testing connectivity. I have more experience with Linux than Windows. We may want to open a new issue for this instead of hijacking this existing one.
So I didn't have proxy set up on linux. It was completely off. Didn't know I needed to set it up honestly. Also, I tried to change some settings on it but I don't know what I'm doing there. I did set up the http one to 8000 just like on the app, but that still didn't give me Internet. Then tried automatic and set the URL to the IP in the app? 192.168.49.1. Im sure I've botched this whole thing. I'm sure there are more settings I need to change to laptop. But here are some screenshots (this is Fedora 38 if that helps)
You'll want to set HTTP and HTTPS proxy to the same things
Set the URL to 192.168.49.1 and the port to 8000.
If you are using a web browser, it has its own proxy settings which you must use there too.
That actually worked. I still see the question mark on the wifi icon on the laptop, but it doesn't matter I guess since I have a working internet.
