KCWI DAR correction in stationary mode #1680

The current DAR correction algorithm doesn't work when KCWI/KCRM are used in "stationary" mode.

Actually, I think this is a bug with the WCS in stationary mode... the DAR correction only needs the parallactic angle. I'm going to put the following links here for future reference: modes angles
