Munin Deployment #510

This is a very rough pass at a deployment of Munin. I'm hoping with this we can get some nice long-term and quickly fetchable statistics on the new shared unix box style services we are running (e.g. mail).

This role currently implements:

Installation and basic configuration of Munin
Configuration of an NGINX configuration using fcgiwrap to pass through to Munin

The entire deployment is wrapped behind Cloudflare Access and is currently available at https://munin.pydis.wtf/
