expose fastly purge configuration for docsbuild #512

Description

Towards #287. #510 implements Surrogate-Keys for docs responses, this will allow for the docsbuild scripts to issue purges against the API when they are updated.

Secrets added to the production secrets. Service ID is that of "Python Documentation" in fastly, and the token is an automation token with only purge_select permissions on that service.
