Index Layer: The OIB flights from CReSIS need to be under "NASA" as the institution. #10

The community already agreed to the BEDMAP3 team's organization of data, so I need to follow that.

Right now, all data downloaded from CRESIS's servers is under CRESIS as the institution. (This may apply to more institutions than just NASA....)
