Fatal error when tring to reopen a dispute #190

What steps will reproduce the problem?
1. Go to closed disputes page
2. Try to reopen a dispute
3.

What is the expected output? What do you see instead?

It will restore the dispute to its last state, with the new message that can be 
viewed by both parties.

thats a good point, remove re-open dispute functionality, I dont think this 
option is needed.
for instance if a dispute is underway, then it wont be closed until payments 
are cleared.

the person can then raise a new dispute if he cancelled the dispute and then 
that worker/employer failed to resolve their differences.
