buildapp.yml - update to MACOS-13 #1583

I have updated the building to be built using MacOS-13 instead of MacOS-12 because of obvious reasons: https://github.com/actions/runner-images/issues/10721.

and thanks to X1nto for finding a solution for the Alderis ‘preferences’ framework not found error. Resolved the building error. https://github.com/YTLitePlus/YTLitePlus/issues/356#issuecomment-2298764229

I'm unable to build at the moment due to this just FYI. I'll try the other method for now, but this is definitely preventing the first method from working.
