the new vue-cli already has `pwa` support #1

The new vue-cli already has pwa support. It might be a good idea to integrate/borrow something from there.

If I had enough financial resources I would have created a PWA template before Vue's, much like many other features that appeared in Vue after Quasar had them :)

Anyway, closing this issue, as Quasar PWA template is now almost ready.
