Flag cascades depend on run type #2803

For pCO2 systems, we have things set so that flagging SST will also flag xCO2. However, that should only apply when the run type is Water, not Atmosphere (SST is not used for the atm calculations).

Take inspiration from the diagnostics QC, which can handle this.
