sphinx documentation #2

someone should get sphinx documentation set up and running on readthedocs.io

this is started. just type make htmls (yes, the 's' is needed) in the docs/ directory.

stilll need to set up autodoc so that it pulls the docstrings from the functions and uses the napolean syntax.
