[Bug] Shearing silk moth nests doesn't break shears.

What happened?

When using shears on silk moth nests, it consumes the durability of the shears, but when I reached 0 durability on the shears, I could still use it on the silk moth nests, eventually ending with shears at -12 durability and still not broken.

Are you sure that this isn't a bug in vanilla minecraft? I was just noticing that neither my bee farm or wither rose (snow golem) farm has needed a single shear replacement in the entire lifetime of my single-player world.
