Refactor CI

[Gsantomaggio]

• Update RabbitMQ image to 3.13 win/linux
• Add RabbitMQ TLS configuration with certificates
• Disable the perft test publish ( for the moment)
• Add chunk info test
• Use only one golang version to speed up the tests
