Handle `quote-syntax`. #181

Fixes #178. Related to #168.

Some programs in #168 still fail, but this will help significantly.

I would really like to get this merged before the 8.7 release; it's a serious problem for students.

I'm going to go ahead and accept this pull request, apologies for the delay. I'd like to make the fix more focused, though, by identifying uses of quote-syntax that come from templates. Again, though, I don't want to let the perfect be the enemy of the good, so I'm going to go ahead and accept this PR for now.
