Design compute tray PSU/BMC HAT #3

This PR adds a prototype design of a Raspberry Pi HAT (Hardware Attached on Top) that provides power regulation, monitoring, and board management functionality to a Racklet compute tray.

We don't need the cache files here, I'll .gitignore them now and update the branch.

This really tested my rebasing skills, removing cache files that change from one commit to the next while dealing with the submodule and preserving @chiplet as the commit author was not trivial. But now it's done, I learned a bunch of new Git nuances and the project still loads up in KiCad just fine. I'd say this is ready for merging :+1:
