Standardize and document file formats #181

File formats outputted by climate modules, global mean sea level and relative sea level modules and extreme sea level modules need to be documented to support independent module development. Inconsistencies (to my knowledge, in the file format from the climate module expected by emulandice vs other sea level component modules) need to be eliminated. Specs should be upgraded across modules if appropriate. File import/export should be abstracted from individual modules to a common library.

Really, more important to develop the library so module developer is not handling files directly at all

This should be addressed in the context of the v1.2 PROTECT milestone to facilitate the development of new modules.
