Default profiling - ON or OFF? #3042

Should we keep profiling ON by default?
If yes, then where it should be set: in RU or in RP?

Default configuration is in RU: "profile" : "${RADICAL_DEFAULT_PROFILE:TRUE}"

Keep it as it is - ON by default and it is set in RU
