Use <details-menu> for track list actions

Tries to use https://github.com/github/details-menu-element for the list actions. Only on r4-track for now.

ideas for improvement

• [x] turn it into a real component
• [x] keep one open dropdown per page
• [x] close on esc
• [ ] close on tap outside. would be nice if it did
• [x] move styles where? default theme?
