Update README, add CODE_OF_CONDUCT and CONTRIBUTING templates #19

I added CODE_OF_CONDUCT.md to establish guidelines for contributor behavior. I added CONTRIBUTING.md to outline the contribution process and best practices. Updated README.md with new sections for clarity and to enhance project visibility. Changes Made: I included guidelines for respectful interaction in CODE_OF_CONDUCT.md. Detailed steps for contributing in CONTRIBUTING.md. Then Enhanced the README to provide a better overview of the project.

Please add the dynamic tags in the README file. As mentioned in the issue #10 @RaginiSharma01

@rahulharpal1603 please check now the dynamic tags are clickable and are redirecting to the proper pages.

The number inside those tags should update automatically. Like the current number of issues are 5, it should display 5 automatically, without any changes.
