Inventory- CWR occurrences ASSIGN TEMPORARY ID FOR TAXA #177

Alex- 
For all distinct taxon_final names in cwr_occ that do not have an ID already in 
the inventory, please assign a temporary ID that can be used as proxy for 
taxon_ID so that we can run gap analysis for non priority crops and for US CWR 
with codes.

it was done for non-priority (otherwise the non-priorities would had been run 
using names)
