Shutting down threads is slow #2

Even after the "too many RAM" fix in
http://code.google.com/p/data-race-test/source/detail?r=4338 ,
the test added
http://code.google.com/p/data-race-test/source/detail?r=4334

takes too much time to run:
26 seconds for N=500 under tsanv2,
0.015 seconds for N=500 natively.

This can be estimated as 50ms for a thread to shut down, which is not very 
little.
