[ ] retest & merge once https://github.com/rancher/rancher/pull/47624 is merged

This PR is basically done and working with already released versions like v2.9.2 but for now proper version of rancher-webhook 104.0.3+up0.5.3 is not merged in rancher/rancher release/v2.9 (for v2.9-head) so the webhook is not installed at all.
