To be completed for rancher/rancher2-scaling

[ ] Add VSphere provider + resources as an infra module option
[ ] Add input var that allows choosing between a set of cloud infra provider options (AWS, Linode, VSphere, etc.)

They're two separate things! I'll update tickets with the relevant repo they should be completed in going forwards
