I just installed Linux Mint 22 on my Thinkpad T42s with AMD Ryzen 7 PRO 7840U w/ Radeon 780M Graphics.
I noticed that the user interface was dropping frames, e.g. when watching a video or when running programs such as glxgears.
I tried running from a Mint 22 live USB and the problem went away. After trying a few different kernels, installing AMD drivers, going through my system killing services and applets systematically, I found out that it was the QRedShift that was causing the frame drops. Disabling auto update from the applet settings fixed the issue.
