ManageEngine webconsole "Service Unavailable" #543

I'm having issues installing ManageEngine Desktop Central 9 while building from source. The installation happens with no errors, however when I try to open the webconsole I get a "Service unavailable message". This also happens when I use the prebuilt box. How can I fix this?

I have been fighting with this issue for days now, and of course, as soon as I post a question I manage to solve it. It was a licensing issue with the expiration of the .exe files. The fix is to download the petinfo.dat file from https://www.manageengine.com/products/desktop-central/trial-license-exe-expired.html and copy and replace it to C:\ManageEngine\DesktopCentral_Server\lib
