Inking enabled only for No Gestures mode

What steps will reproduce the problem?
1. Change pen mode in settings
2. Write on screen
3. Writing and lines only appear when "Any touch event writes on screen, no 
gestures" mode is selected--no writing with other 2 modes

What is the expected output? What do you see instead?
Expected to see inking appear for all modes--currently only "no gestures" mode.

What version of the product are you using? On what operating system?
Version 8.1 on HTC Flyer (Wifi only) with Android 3.2 (Honeycomb 3.55.405.1)

Just to be perfectly clear:
  * you have the official HTC stylus, not a capacitive stylus, and
  * the stylus works in other apps (i.e. the battery is not empty)?

Yes official HTC stylus (scribe), not a capacitive stylus, and the stylus
works normally in other apps.

Upgraded to latest US release of Honeycomb for HTC Flyer (3.61) and not 
experiencing this problem in Quill 8.1.  recommend this issue closed if I was 
the only one that experienced it.
