Update GNU PRU toolchain

Updates:

Switch to mainline versions of binutils, gcc and newlib.
Source tarballs are now obtained from respective mainline releases.
New package gnuprumcu is introduced for linker scripts and spec files.
pru-gcc now also depends on gnuprumcu.

Known issues:

I could not package gnuprumcu on stretch, so I have disabled pru-gcc for stretch.
PRU simulator is missing in binutils-2.34. But it should be part of the next 2.35 release. Its main use is for running the internal testsuite, anyway.

@dinuxbg thanks for doing this, stretch is no issue, starting build now.. @jadonk here's that golden pru stuff. ;)

A correction: Simulator is not part of the binutils source release. If there is interest I'd like to hear what people are using it for, and I may package it from the GDB source releases.

@dinuxbg what's really funny, i saw that you had bullseye, so in my mind i was thinking.. Okay the scripts should ignore that..

Then after gnuprumcu built, i looked, wait why was there 3 builds... I guess i enabled bullseye on my package *.deb build farm.. oh memory, where are thou? ;)

gnuprumcu pushed out.. next binutils
