separated out window vs mac setup - using just virtualenv

Essentially, as pyenv-virtualenv is a plugin for pyenv (which doesn't currently have a native Windows version, though you can access an in-development one, but it's still quite finicky and leads to lots of headaches / errors), it's a pain to use.

Ah I didn't realise pyenv wasn't available on Windows actually! Good workaround. Everything else looks top notch - great progress
