Don't show project list in attach wizard if file doesn't exist #38

What steps will reproduce the problem?
1. Delete or rename all_projects_list.xml.
2. In the manager, open the Attach project wizard, and click Next on the 
welcome page.

What is the expected output? What do you see instead?
The list of projects shows anyway, empty. Looks like just a white box. If 
the project list doesn't exist or for whatever reason cannot be 
retrieved, we should show only the URL text field, like how it was before 
BOINC implemented the project list.

What version of the product are you using? On what operating system?
Using Synecdoche r681 on Linux.
