UI improvements #237

Summary

This PR adds changes a few things:

Add framer-motion to animate the transitions between the DiffLoading & DiffViewer
Rewrite the animations in UsefulContentSection with framer-motion
Rewrite the animations in DiffComment with framer-motion
Remove a very stupid debounce for the upgrade to show (shameful, I know)

Test Plan

Fiddle around, make sure everything is consistent.
