This commit is setting modules to following state: fluentd

initial commit: 37b764532a911a36cb365eb54aa18e0880f805ba

This is need for rdo-manager log aggregation. The use of the fork from the original "puppet-fluentd" is needed because the original "puppet-fluentd" does not support using 'fluentd', only 'td-agent'
