Crafters do not "deactivate" when not connected to controller #3723

Describe the bug

Sometimes the crafters show that they are "active", even though they are disconnected from the controller or no controller.have

How can we reproduce this bug or crash?

I really don't know how to reproduce it, but it may or may not have to do with chunks, no idea, I get it time to time, and its annoying to deal with
