Render links inside annotation content #5

It would be useful if URLs in annotation content were rendered in anchor tags 
so that they appear 
as hyperlinks in the docs.

Would have to be careful that they do not already occur inside anchor tags in 
the case where the 
user has already added html to the annotaion

In the first case, we could simply render an annotation as a hyperlink if the 
whole annotation is a 
valid absolute URL.

Where the annotation is a URI, this is now rendered as a link to an external 
target
