For the years that only have 1 resolution, e.g. https://github.com/metanorma/bipm-data-outcomes/blob/3c4b19ab567026d77c67a6067a91fcc8fa909377/cipm/meetings-en/meeting-1948.yml#L8-L25

Maybe just do yyyy-00. Thanks!

@ronaldtse I remember we decided to drop resolution numbers if it's zero. I think we should use only year in this case either.
