Add edition numbers for all bibliographic items #20

These items in this dataset do not have edition numbers provided, including:

[x] B-1
[x] B-10
[x] B-12
[ ] B-7
[x] B-8
[x] B-9
[ ] P-1-21
[ ] P-1-22
[ ] P-1
[ ] P-5
[ ] P-6
[x] S-12
[x] S-121 (should be removed because we have S-121 1.0.0)
[x] S-32 (should be removed because we have S-32 1.0.0)
[x] S-53
[x] S-62
[x] S-8A

All IHO items must have edition number encoded.

@ronaldtse, where do we find the correct edition numbers? For B-12, I have found a link to the standard that shows an edition number of 3.0.0. But there are several standards that I couldn't find.

@manuelfuenmayor could you create a PR to set the edition numbers?

For the numbers that cannot be found, please ticket them in this repo, thanks.

@ronaldtse, the documents that are checked above are the ones that I could resolve in https://github.com/relaton/relaton-data-iho/pull/23. The rest of the editions remain unknown; mainly due to the reasons I expose in these two tickets:

So, while we wait for an answer, I'm putting this issue on hold.

We are only missing:

B-7 (which is GEBCO) and doesn't seem to have a particular edition anymore
P-1 is the International Hydrographic Review which is a series, and has no editions (https://ihr.iho.int). Instead they need to be Volumes.
P-5 is the IHO Yearbook which updates every year, and has no edition. Another series.
P-6 are Conference Proceedings, again an annual series.
P-7 is the "IHO Annual Report" which is an annual series, with no edition.

For P-1, I think we need to have a way of scraping the https://ihr.iho.int site.
