Return reference tag for citation as separate function #23

Currently the reference tags are left to isodoc and mn-native-pdf to generate, they are considered not part of relaton-render, since they are extraneous to the reference citation. I will need to come back and address this, as a separate function returned by relaton-render, and stored under a different tag in Presentation XML. But this has been a month already, so I will do it later.

Has already been done for author-date, needs to generalise to identifier and numeric tags.
